Regardless of running as admin it still sounds like permissions if RPM cannot create a file - have you tried setting the permissions as per this post?

As it turns out, I wasn't actually running Max as admin. My shortcut must have been replaced somewhere along the new installs, as I had it setup to run as admin by default at one point, but I just found that it wasn't set that way. Fixed and now I can submit again!
